Road safety 1 is a basic training course for everyone working on the national road network. This free training, provided by the Finnish Transport Infrastructure Agency, aims to improve the safety of road workers, ensure consistency in traffic management and help identify hazardous situations at roadworks.

Who is required to hold the Road safety 1 qualification?

The Finnish Transport Infrastructure Agency requires all persons involved in road maintenance work on public roads to hold a Road safety 1 qualification. This qualification is required, for example, for:

  • Those involved in road maintenance: People who carry out the actual work on the road.
  • Drivers: Drivers of vehicles transporting road and surfacing materials.
  • Operators of work machinery: Persons who operate work machinery on the road network (in work other than one-off tasks).
  • To others working on the road: Anyone whose work takes place on a public road.
  • For those applying for further training: Tieturva 1 is a prerequisite for taking part in the Tieturva 2 course.

When is a qualification not required?

Certification is not usually required for one-off suppliers (e.g. timber collection) or for those carrying out specialised tasks, such as operators of mobile cranes or concrete pump trucks on short-term assignments. Nor is a certificate required for fitters working in a protected trench if the work is supervised by a foreman holding a Road safety qualification.

Course objectives and content

The Tieturva 1 course provides basic information on working safely in traffic. The course covers:

  • Identifying hazards: You will learn to identify the risks associated with working on the road and how to assess them.
  • Traffic control: You will learn standard methods for directing traffic and using warning devices.
  • Health and safety: Guidelines for ensuring your own safety and that of other road users.
  • Responsibilities and obligations: What the law and the Finnish Transport Infrastructure Agency require of roadworks sites.

Implementation and validity

  • Format: 100% online training, which you can complete at your own pace on a computer or mobile device.
  • Duration: It usually takes a few hours to complete the course.
  • Validity: The qualification is valid for five (5) years from the month in which it was awarded.
  • Certificate: You can download and print your official certificate immediately after successfully completing the course.
  • Please note: This free basic course does not qualify for a continuing professional development (CAP) endorsement in the Traficom register.
