Road safety 2 is an advanced training course for those responsible for traffic and occupational safety in road works. The aim of the training is to deepen participants’ expertise in taking safety issues into account from planning through to implementation, and to ensure that site supervision and traffic control meet official criteria.

Participation requires a valid Road safety 1 qualification.

The Road safety 2 qualification is an essential tool for anyone working in management, planning or supervision roles within the road network. The training equips participants to manage road works safely and in accordance with regulations.

Who is required to hold the Road safety 2 qualification?

The Finnish Transport Infrastructure Agency requires individuals working in management and planning roles within the road sector to hold a Road safety 2 qualification. This qualification is required, for example, for:

• From the lead contractor’s representatives: The person responsible for health and safety at work and road safety.
• To supervisors and inspectors: Persons who carry out supervisory, monitoring and inspection duties in connection with road maintenance.
• For planners: Those working on transport planning projects.
• For public authorities and consultants: regional managers at ELY Centres, those responsible for preparing tender documents, and construction consultants.
• To the client’s representatives: Inspection and supervision staff.

When is a qualification not required?

The Road safety 2 qualification is not required of operational staff or drivers, for whom the Road safety 1 qualification is sufficient. Road safety 2 is an advanced qualification specifically intended for managers and specialists.

Course objectives and content

The Road safety 2 training course focuses on the management of roadworks and safety management. The course covers:

• Responsibilities and obligations: Understanding the responsibilities and induction obligations of the various parties involved in a construction project.
• Planning and management: Taking safety issues into account in the planning and execution of work.
• Statutory requirements: Drawing up statutory plans and carrying out inspections.
• Risk management: A thorough understanding of the risks associated with roadworks and how to prepare for them.

Implementation and validity

• Delivery: 100% online training. You can complete the course and the exam at your own pace via the Finnish Transport Infrastructure Agency’s online training platform.
• Prerequisite: A valid Road safety 1 qualification.
• Duration: The course is more comprehensive than Tieturva 1, but it is divided into modules, so you can progress at your own pace.
• Validity: The qualification is valid for five (5) years from the month in which it was awarded.
• Certificate: You can download your official certificate as soon as you have passed the final exam for the online course.
